Michigan’s unemployment rate is rising. And, as more people lose their jobs it often means more people turn to government for help. The Michigan Department of Health and Human Services is one agency that helps to create a social safety net. Ishmael Ahmed is the Director of HHS. Michigan Radio’s Jack Lessenberry spoke with him.
