By law, Michigan has to hold a conference in January to estimate how much money the government is likely to take in so that the state can plan its budget. So far this year, the news has looked all bad. Craig Thiel is a fiscal analyst with the nonpartisan Citizens Research Council. Michigan Radio’s Jack Lessenberry spoke with him.
